Updated rstudio & R-base packages fix bugs

Description

It has been a while Rstudio has not been updated and many users have
started to report bugs, mainly related to display.
Update to 2023.12.1+402 is provided to be both up-to-date and to fix the
reported bugs.
In the meantime, the R-base package is updated to 4.3.3
