Updated opencpn-weatherfax-plugin package contains many fixes

Description

This openCPN plugin has been improved since opencpn-8.2.4 was packaged.
It brings an updated list of meteo radio stations and internet sites to
get faxes or charts.
It's built on the last audiofile package (correcting security problems)
