Updated dotool, elograf and nerd-dictation packages enable usage in Wayland

Description

Before, elograf and nerd-dictation could only use xdotool, which does
not work outside X11 sessions.
These updates allow them to use dotool, which works in Wayland and X11
This includes an option to manually set the keyboard layout for usage
with dotool.
