Updated boinc packages fix bugs and improve stability

Description

This version 7.16.21 is the last update within the 7.16 branch. It provides
bug fixes and stability improvements.
The Mageia package has been improved by setting the boinc_platform parameter
for x86_64 arch and by making consistent the working directory between the
desktop file and the systemd service.
