Updated opencpn packages fix nautical charts support

Description

This new version is needed to use a new nonfree plugin
(opencpn-o-charts-plugin) from nonfree/backport repository, allowing the
display of paid encrypted nautical charts (this plugin can not work with
OpenCPN version 5.2.4)
This new nonfree plugin replaces and obsoletes the previous ones
(opencpn-oesenc-plugin and opencpn-oernc-plugin) that do not work with
the new version.
