Updated carla packages fix missing dependencies

Description

The carla package didn't properly list its Python dependencies, which
could lead to not being able to use some of its components.

This update fixes it by adding explicit dependencies on python3-qt5,
python3-rdflib, and python3-pyliblo (new package).
