Updated rpm packages fix regression

Description

The rpm update to 4.16.1.3 in MGASA-2021-0167 introduced a regression in
handling rpm v3 packages and some newer 3rd party created packages, and also
packages created by rpm 4.13 - 4.14. This update adds the upstream fix for
these issues.
