Updated urpmi packages fix handling of 32bit medias on 64bit install

Description

This update changes the behaviour of the Mageia tools that configure
software media on a 64-bit system. When adding a new set of distribution
media, they will now enable the additional 32-bit media if there are any
32-bit packages already installed on the system. This ensures 32-bit
packages get upgraded when upgrading the system (mga#24438).
