Updated shotcut and mlt packages provide latest release

Description

This update provides the latest stable release of the Shotcut video editor,
version 19.09.14, with many new features and bug fixes.
It also updates the mlt framework to version 6.16.0 to satisfy shotcut's
new requirements.
