Updated gdal packages fix broken reference to libproj.so

Description

gdal referenced a libproj.so with an old libmajor version 13, whereas the
libproj.so in Mageia 7 provides libmajor version 15, causing gdal projects
to fail. This update fixes the reference to point at the correct library.
