Updated libcap-ng packages fix segmentation fault in apache process

Description

libcap-ng causes a segfault in apache during service reload because of
using pthread_atfork() at dlopen/dlclose.  This update fixes it by marking
the library as unloadable so it stays in memory during dlopen/dlclose.
