Updated kernel packages fixes various bugs

Description

This update is based on upstream 5.2.13 kernel and fixes various issues,
including revert of a change in upstream 5.2.9 that broke elantech
touchpads for many users.

This kernel also has added exfat support from the  upstream staging tree.

WireGuard has been updated to 0.0.201900905.
