Updated python-voevent-parse packages fix install issues

Description

If one try to install task-astronomy on a fully updated mageia 6 system
there is now an installation error due to a python dependency issue as it
pulls in python-voevent-parse and this one require python-lxml < 4.0.
As we now provides python-lxml 4.2.5 in Updates, python-voevent-parse
can't be installed anymore. This update fixes this issue relaxing the
python-lxml dependency.
