Updated mtr package removes usage of suid

Description

mtr could not be run as unpriviledged user, displaying the error
"mtr should not run suid".

This update fixes it, removing the setuid bits and using capabilities
(cap_net_raw+ep) for mtr-packet instead. The binaries were also moved
from /usr/sbin to /usr/bin to be accessible for unpriviledged users.
