Reintroducing basket in Mageia 6 with KF5 port

Description

The basket package had been obsoleted prior to Mageia 6's release due to it
being KDE4-specific. Since a new KF5 port is available (see reference), it
is being reintroduced as an update.

As this is an important version upgrade from Mageia 5's basket 1.81, we
advise users to backup their ~/.config/basket and ~/.local/share/basket
folders, in case the migration of the data does not go as it should.
