Updated qarte packages fix compatibility with arte.tv website

Description

qarte versions before 2.8.0 are no longer compatible with the arte.tv website,
therefore most features are now broken in Mageia 5, which currently packages
version 2.7.0.

This update provides version 2.8.0 which restores functionality.
