Updated perl-Plack packages fix dependency

Description

Updated perl-Plack package removes a dependency on apache-mod_perl (and
ergo apache).

Frédéric Buclin discovered that perl-Plack had a hard dependency on
apache-mod_perl and as a result apache, while it can be used without them.
