Updated cups packages fixes handling of PPD permissions

Description

With the update to cups 2.0.4, cups changed the internal handling of
PPD files, such that the same permissions for configuration files are
applied to PPD files. This caused issues with some HP printers, which
required users to delete and reinstall their printers. This update
fixes that issue.
