Updated wxhexeditor package fixes wxgtk3.0 incompatibility

Description
wxhexeditor in Mageia 5 was built against wxGTK 3.0, but is not fully
compatible with this version, and it generates many error messages when using
wxhexeditor.
This was fixed by building wxhexeditor against wxGTK 2.8 as recommended
upstream. The package was also updated to version 0.23, providing further bug
fixes.
