Updated rpm packages fix several minor issues

Description

This updates will make it easier to update to Mageia 6 next year.
It also fix a couple small issues:
 - fix --excludedocs option (rhbz#1192625)
 - pass _find_debuginfo_opts -g to eu-strip for executables (rhbz#1186563)
 - fix golang debuginfo packages (rhbz#1184221)
Last but not least it adds the --whatrecommends option and other weak deps
friends (rhbz#1231247)
