Updated libuser package fixes regressions in drakuser

Description

The recent security update for libuser caused regressions in drakuser
(the Mageia tool for managing users on the system):
New users were created with an "expired" status
Editing a user account would result in an error message:
"Invalid contents of lock '/etc/shadow.lock"

This update restores proper functioning to drakuser
