Updated drakxtools packages fix drakfont and icon display

Description

This drakxtools update fixes various issues, mainly several crashes in 
drakfont (mga#13627, mga#9347, mga#13363, the first one being a regression 
due to the gtk+2 -> gtk+3 switch).

It also fixes icons being clipped in banners at top of tools(mga#12358).
Last but not least, localedrake won't try anymore to install non existant 
scim-googlepinyin package for Chinese users (mga#6681).
