Updated fedora-arm-installer package fixes delay on launch

Description

This update removes the delay on launch which was being caused by an
obsolete URL. Since there is currently no server to provide the correct
files, we disabled the remote (download) feature, so the "Download"
button is inoperative. This is now mentioned in the description.
