Updated alsa-utils and libwacom packages fixes nonworking udev rules

Description

The alsa-utils and libwacom packages were incorrectly packaged under
Mageia 4 which prevented certain actions (specified by udev rules)
from occurring during boot and on device hotplug. The updated packages
correct this error.
