Updated amavisd-new and spamassassin packages fixes reload after db update

Description

Since 2002 amavisd-new doesn't require spamd, so, when sa-update is run,
amavisd-new should reload the rules instead. This update does reload
amavisd and/or spamd if they are running after the the cron job has
triggered an sa-update. Note that the spamassassin part of the update
only applies to Mageia 3.
