Updated mate-control-center package fixes missing typing break

Description

Due to a missing "libxscrnsaver-devel" build time dependency
mate-control-center was not compiled with typing break support.

This update adds libxscrnsaver-devel build time dependency and thus
typing-break support is enabled.
