Updated deluge package fixes plugin-related freeze

Description

In built-in ip filter plugin twisted 13.1.0 the _parse() function was
replaced by the _URI class but httpdownloader.py file was not aware of
this change. As a result if ip filter plugin was enabled application
would not start with AttributeError: 'module' object has no attribute
'_parse' and would not respond anymore. 

Two upstream git commits were merged into one patch to fix this issue.
