Updated python package fixes config files

Description

The files /etc/profile.d/30python.sh and /etc/profile.d/30python.csh are
now marked as a config file. /etc/profile.d/30python.sh and
/etc/profile.d/30python.csh are now provided only by python not by
python3. It will help the upgrade process to mga4.
