Updated zstd, python-zstd and python-zstandard packages fix an upgrade bug

Description

An upgrade from 9 to 10 can update lib(64)zstd1 before zstd. Meanwhile
dracut can need zstd, but fail because of a library mismatch.
This update aligns the version in Magia9 and 10, thus avoiding the
mismatch.
