Updated opencpn-s63-plugin & opencpn-o-charts-plugin packages fix bugs

Description

OpenCPN plugins have seen lots of improvement since the versions already
present in Mageia 9.
They have been updated for Cauldron but sailors can't wait for Mageia 10
being published since these updates are necessary for their safety as
early as this spring time.
These two updates concern plugins containing non free binaries necessary
to use encrypted paid nautical charts from countries which don't provide
them freely !
