New llvm17-suite packages fix building chromium-browser

Description

Monolithic LLVM17 package to bring the complete LLVM stack (llvm, clang,
lld, compiler-rt, polly) at once.
This package live in /usr/lib64/llvm17. You need to set env variables
and path accordingly.
For instance, and to be adjusted to your needs:
PATH="/usr/lib64/llvm17/bin:$PATH"
LLVM_DIR=/usr/lib64/llvm17/lib/cmake/llvm
