Updated speech-dispatcher and svox-pico packages fix bugs

Description

This update allows that speech-dispatcher can be launched as user by
socket activation.

New technique for building svox-pico was missing some files. As a
consequence, the package wasn't usable. This update fixes the files list
it installs, thus restoring the functionality.
