Updated xfce4-weather-plugin packages change weather source

Description

Currently xfce4-weather-plugin fetches its weather information from
api.yr.no API endpoint and it is to be shut down on the 2016-09-05.

A new replacement API endpoint api.met.no exists. The latest
xfce4-weather-plugin 0.8.8 uses it and HTTPS connection to improve
security and privacy.
