Updated msec package fixes errors

Description

msec-gui (in Mageia Control Center: Security Configuration and system
audit) did not function properly in some cases due to an error in the way
it handled non ASCII characters in translations. This update fixes it.

It also fixes another issue of a missing dependency needed for the msec
main package to properly work. This dependency is "gettext", see below for
the other associated bug
